A Stimulus For The Rest Of Us

Now that Congress has given us two doses of unprecedented debt train wrecks--$849 Billion to Wall Street and $787 Billion to special interest insiders-- and as Governor Patrick and our Legislature salivate over the proposed $10 Billion coming to Beacon Hill coffers, I'd like to appeal to their better judgment and chart a plan for the hard working men and women of Massachusetts.

First and foremost, our state government leaders should stop all talk of gas tax hike and toll increases. The Governor's gas tax plan would cost us $650 million forever, and that amount would be subject to a cost of living increase. In 2008 the Turnpike Board raised tolls in order to cover the debt serviced by the Big Dig, but the Governor wants another toll hike.   If the state followed through with my 2003 plan to sell the 11 service plazas and terminate all tolls west of Route 128, those users would realize a $120 million savings. Also, my plan would terminate the MTA and merge all other transportation agencies. The Governor's tax and toll hike proposals are regressive and hurt us all.   Further, your Turnpike Authority is holding $571 million in cash and current assets---they need more cash??

We should also abolish the meals tax.  Massachusetts charges a 5% tax on all meals, but the restaurant industry is on life support.  Closed restaurants and 'bricks and mortar retailers  do not pay property taxes, and the job losses in these  sectors  are vexing.

More and more people are moving out of Massachusetts to avoid high taxes and the high cost of living  here.  The continued decrease in population has caused a ripple effect that is crippling sales in most sectors of our economy. We must be proactive and terminate the Death Tax and Capital Gains Tax.  This bold action will send a loud message that our state welcomes capital formation and encourage business to locate here.   Further,   pass legislation to cap all credit card interest fees to 5 points over Federal Funds. These businesses are all banks in essence, and their rates are clearly usury

Massachusetts residents have been paying double-digit healthcare cost now for too many years.    We must pass legislation to abolish the health insurance middle-man.   BC/BS, Harvard Community, Tufts, and others produce nothing but higher premiums for working people. Our doctors and hospitals are clearly competent to manage our healthcare system.

We should also terminate 8,000 state jobs immediately.  While private employers cut costs and lay off employees, our state government remains the only sector that has not "right-sized".  The 79,000 jobs the Governor claims the Washington stimulus will create can be augmented with the cut in the state government workforce.  

Perhaps most importantly, we should create the Massachusetts Office of Special Prosecutor. This office would have unlimited powers to protect us from the corrupt officials who see the federal bailout as another feeding frenzy. The State Ethics Commission is feckless.  We need a strong prosecutor who can stop corruption, and restore some semblance of integrity to public service.

Protect the rest of us.  We're not banks, law firms, construction firms, or the special interests.  The middle class is getting hammered.  Small businesses are in a deep struggle to compete and stay alive.  Governor Patrick, adopt this plan now and help ease this wonderful Commonwealth through troubled times.  Do it not, and no slick slogan will protect you from a populace waiting for 2010.

...your ideas are provocative, but generate more questions about the details and implications of implementing your policies.  

For example...you want to abolish the private insurance providers--the middleman, in your words--but what replaces them?  How much savings will we see?  How many private sector jobs will be lost in the process?

What is the revenue loss by ending the meals tax, inheritance tax and capital gains tax?  Given that out of state tourists and business people pay meals tax, why not lower the sales tax a penny or two?  

I'll assume for the moment that your tax cuts revenue loss equals out to the expense cutting of 8,000 state jobs.  But what state jobs?  Just the state payroll or also cities and towns?  Cops? Teachers? Prison Guards (if so, are we reducing the # of inmates?) or just political hacks.  Do you have a list of 8,000 political hack jobs that you will cut?

Lastly, for a small government guy, why are you creating another layer with a Special Prosecutor.  What would they do, other than get their own investigative staff, that the AG or Auditor or Inspector General can not do under current laws?  

I do think your just being a demigod by throwing out cliché about only special interests benefiting from the stimulus.  For example, I understand a couple of you stores have mini-wind machines that create electricity and I applaud you for that.  I also have to assume that you have received some generous state and federal "handouts" for installing them.  (If you haven't, then I question you business sense, as you are passing up free money.)  So, one person's investment in alternative energy is another person's special-interest handout.

But there are a couple of things I clearly got from your post.  You still take big swings and you really, really, really thinking about running for Governor again.  One question you probably haven't answered is whether it's as an I or an R.  Any comment?

Not for the nonsense that you wrote above- but for all of your hard work in 2006 to ensure that Deval Patrick was elected Governor.  You really went out of your way. It will not be forgtotten.

I can't wait to help repay the favor should you indeed be a candidate for Governor again.

Chose not to take any subsidy for the wind turbine installation.  As for the Special Prosecutor,  the unchecked corruption we now face in our state can not be solved by the current system.  too many times,  AGs accept contributions from those who seek special favors and get a walk out of prosecution.  For example--Bechtel paying to side step criminal prosecution on the Big Dig--they paid half of what the actual fix on the tunnels will be.  The cuts I propose are the same as they were in 2006---all state government jobs.  let the local municipalities deal with their own issues.  As to red & blue's comment---bring it on.  I did the best I could in 2006 to run a campaign that provoked changes that our state needed.   The Republican Party which I had been an active member longer in my home state than Romney and Healey combined,  forgot what it stood for and became a party which served the special interests on Beacon Hill.  That's why we lost in 2004, 2006 and 2008.  When we reform ourselves to serve working people and small business then you'll see the numbers increasing.  I wish Chair Nassour only good wishes in her task to build what could be a great party once more.

I'm not sure that eliminating health insurance would solve our problem in this regard. While I agree that Doctors should have more of a role in health care policy (and less for Health Administrators, aka Bureaucrats). In fact, eliminating Health Insurance would only add to the problems. I assume you would like to have the government become the Health Care insurance provider. However, government is precisely the reason why are Healthcare system is in so much trouble right now. Too many unfunded mandates, high malpractice insurance due to unregulated and out of control malpractice suits, poor reimbursement of Doctors, and ridiculous entitlement giveaways in the system are to blame for the high costs. Christy, while I appreciate your attention to this issue, one that many politicians merely just want to ignore and keep padding with more and more pork, I would advise you to talk to someone like Newt Gingrich and his organization for American Solutions which has a number of great healthcare proposals that we could enact in our own state system for healthcare.

The way to cut costs in healthcare is to open it up and make it more competitive. This would be my list of to-do's to repair and maintain our high quality private-based Healthcare system.
1. Limit malpractice suits, and enact a system like they have in Great Britain, where the "Loser-Pays", this would discourage frivolous suits (which make up like 80% of the system's malpractice legal action), and prevent Doctors from just going along with huge settlements to avoid a protracted trial.
2. Create Health Saving Accounts that would allow people to save for Catastrophic Coverage tax-free, and take a huge burden off of the Health Insurance and Government-Provided-Insurance systems
3. Restore fair reimbursement of Physicians. In order to balance the budget for Healthcare, Government has consistently cut re-reimbursement of Doctors that cover Medicare and Medicaid patients. This not only has encouraged many good Doctors to stop covering such patients for lack of economic ability to, but has also led to many Doctors enaging in high rates of ordering elective procedures and tests to make up for loss in non-elective surgery re-imbursement. The result is that our patients get more tests they don't need, and pay just as much for it.
4. Reform the Disability Eligibility System and the Workman Compensation System. The Government shells out Billions of dollars a year to pay for coverage of people frauding Disability. Tighten up this area of the Medicaid budget, and you would literally save Billions. The number of middle to upper class, able-bodied and WORKING peole that claim disability without real evidence of  a problem is totally staggering. Spend a day in a Medical Office, and just observe the amount of free-loaders that come in. It will literally blow your mind.
5. Reform Illegal Immigration. The amount of unpaid Emergency Room Services for Illegal Immigrants costs Hospitals across the country, Billions of dollars a year. Reform this major problem, and one would not only save hundreds of Hospitals from bankruptcy, but would keep the government from having to bail them out every year with inserts in the Medicare and Medicaid budgets.

...an easy bumper sticker to a tough problem.  But it's just not government, as your "indepth" post indicates...it's also the lawyers fault and illegal immigrants.  And the solution is another simplistic bumper sticker: More competition (whatever the hell that means).

And your knee jerk retort to my comments is "Socialized Medicine".  

Sure there are grains of truth in your posts, but like idealogs on both sides, you take these grains to build a case based on idealogy and not facts.  Know I'm taking a ride to the beach.

Is the Government not to blame for most of these problems? Really answer the question. And no, I don't blame Lawyers and Illegal Immigrants for the problem. While their actions contribute to higher costs, government has failed to legislate in these two areas and let the "Fest"-ering problems continue to grow and hamper the system. Both of these groups are doing under current law, what they should, if a laywer gets a case, they try it. If an Illegal Immigraiton doesn't have insurance, they go to the Emergency Room.

And why is competition such a laughable idea? Why should government make such strict mandates on Health Insurance Providers, and the buisness of medicine? Competition drives down prices to gain the marketshare of consumers. I'd think its a good thing for a system that is way overpriced.

And you accuse me of Idealogy? And you don't have idealogy? Backing Socialized Medicine is non-idealogical? Excuse me, I forgot Liberals are fact-driven people, and Conservatives are just crazy people from the Rural parts of the Country. Yeah, I do have idealogy, and there is nothing wrong with that. I believe in Free-Market based, Healthcare Coverage. While Private Health Insurance is expensive, why don't you consider the fact that for a big Industrialized Nation such as ours, with people that live, other-wise pretty unhealthy lives, we have the best quality healthcare in the world. Yeah I know you can get those statistics about Western European Socialist nations with better health. Yeah, the people in Sweden are pretty healthy, maybe it has to do something with their lifestyle and not their government. But I will also remind you, just like the Medicare/Medicaid (which is a Socialized portion of our Medicare System) here in America runs costs over runs and requires massive taxes to support it, the healthcare systems in Canada, the UK, France, Germany do just the same to theres. And right now, though our economy is looking bad, theirs are in rougher shape than our own (and have been for about 10 years).

Its a complex issue, and will require some Government regulations and deregulations to fix the proper way for sure. But right now, the way I see it, Government has put the system in the mess its in, and Im in no mood to let it take more of the system under its wing judging by the job-preformance a partially-public health system has brought to America.

...about solving health care issues.  But every time people (that would be the Democrats) other people (that would be Republicans and the health care industry) prevent them and we get the status quo--which is a very expense system that gives us mediocre results based on metrics like" life expectancy and infant mortality.

Sure you get a strain of Dems calling for a national heath care system--but neither Obama, Clinton or Edwards--the three major contenders for the Dem nomination--put anything like that forward.  In fact, they resemble a program the Mitt Romney implemented in MA.  Every time a liberal like me says health care, conservatives like you accuse me of wanted socialized medicine.  OK, put up of shut up--find a posting by me in which I advocate for a European/Canadian like health care system in the US.  You won't, but that doesn't seem to stop you from spreading this lie.

If you don't blame lawyers or illegal immigrants for health care problems...then maybe you should not include them in your list of things to fix in the health care system.  I've argued around here for "liberal" reason to stop the illegal immigration system we have (it borders on slavery in many cases), but are we supposed to stop treating sick and injured people because they are illegal immigrants...is that the America you want to live in?

In terms of "competition" I'd like to learn a lot more about what you mean.  Yes, some level of competition is good--like letting drug companies give volume discounts to Medicare, which to 2004 law permits (thanks to Tom Delay) and which the VA is allowed to do.  When everyone is on the same playing field--like big employers or unions bargaining discounts to from qualified providers-I think that would work.  But if you want to have Festus or Merrimack the consumers shopping for the best gall bladder surgery they can get...I'm not so crazy about that concept.  

I wholeheartedly reject the belief (which many here wholeheartedly believe) that unleashing the power of the market system on to health care is a bad idea.  Hell, the concept of "competition" sometimes fails even the heart of capitalism--Wall Street.  
Plastic surgery's in Wellesley will always prove to be more profitable than heart surgery in Lawrence...it will only be a matter of time before competition allows you to get a nose job and a face left for the price of the nose job in Wellesley, but you can't get your heart operation if you live near Lawrence.  So, it all depends on what you mean by competition.

So, yes, government inaction is the cause of many of our health care issues...you have NEVER read me advocating for "socializes" health care and I'm open to some kind of "competition" but probably not your concept.

The Obama plan - as offered just this past month - proposes a system somewhat like the Mitt Romney plan with this exception.  The government offers its own version of universal healthcare, but if employer's health coverage can't match the rate offered by the government then they will be forced to cut prices.  This of course, will lead to widespread bankruptcy of insurers and eventually a sole provider of healthcare insurance - the federal government.  

Obama promises that workers who like their company plans will be able to keep them. But if the government offers better benefits with lower premiums, private health groups might be forced to compete. If people move en masse to government plans, private insurers would suffer.

If you think that is crazy then I suggest that you, and the other liberals, investigate your own claims of Walmart.  It is the exact same argument.  Walmart moves in and wipes out competition with its low price goods.

Now if you think it is more conspiracy theory that Obama would want to take over the healthcare industry then read the latest headlines on the auto industry and the banking industries.

If you were really true to your beliefs and believed in Republican principles as you say - you would have challenged Healy in the primary.  You may have even won.

But you choose to abandon the GOP ensuring a split vote and a Democratic win..  I remember watching all those debates - and the way you refused to engage Deval. So obvious. All your ammo was always on Healy. Clearly you were doing everything possible to help him win. And hasn't it been a swell 3 years?  Thanks in part to you Cristy.

We need to bring in outside voices, including some that have left us in the past. Of course Loyalty is something to be considered and remembered, but we do need to expand the party, and frankly Christy and his 7% are the exact margin for which our party needs to grow forward in this state.

I agree with you that Christy's 2006 run was disappointing for Republicans and frustrating. However, the fact that he has returned to the GOP for 2010 is a positive step for the Party and for his potential political career. I will for one will remember what transpired 3 years ago, but I will consider what he has to say and the stands he takes on the issues. I hope others join him in running to give our party a fresh conversation, and ultimately I hope some of the big names being put out challenge more than just Deval in 2010 and we can recruit for some of the downticket races, where frankly, I feel Christy could really do the party some good. (Christy for Treasurer???)

As Ronald Reagan said, Republicans win by addition and not subtraction. I too was disappointed with Christy in 2006, but we've all gotta remember that a lot of former Republicans became disenchanted around that time too! Christy spoke for a lot of people when he ran and his 7% wasn't shabby for an independent candidate. We need to appeal to these people again, and become welcoming and principled enough to win their support.

Christy, I wasn't happy either but welcome back and we're looking forward to your candidacy be it for Guv, Treasurer, Senate, or whatever. As you're sure to encounter, there is still some bitterness in some corners, but if you show you're a team player and someone committed to helping us rebuild the party you're going to get strong support.

Personally, I think your running is a good thing.  I hope you chose to run as a republican.  Like you ,I left the republican party for a while, but now I am back because Deval Patrick is forcing this state into bankruptcy and the GOP needs all hands on deck.  I think you would make a great Republican governor.

So far the GOP has a bunch of 'possibles' vying for the office but they can't seem to make up their minds.  If they can't make up their minds about whether they want to run or not - how are they gonna make strong decisions so they can run a state?

Help make Massachusetts competitive again.

The one thing that can change my opinion of you and gain support is exactly what you are doing.
Run as a REPUBLICAN, state your ideas and what you STAND for.
If you DON'T win the nomination, SUPPORT the nominee and STAY REPUBLICAN!!

I, for one, am willing to let bygones be bygones.  I hope Mr. Mihos listens to the commenters who remind him that for the good of the party, he should run a thoughtful, aggressive primary campaign, but if he does not win, he should not undermine the GOP candidate.  I hope he takes that advice to heart.  The party will benefit from an energetic primary.  

I am excited to see his hat in the ring.  Although I have a lot of questions about the health care proposals, I'm willing to learn more about them as Mr. Mihos begins his campaign.  

I also want to learn about his specific plans for cutting state jobs and refusing to increase taxes or tolls, but the general philosophy sounds spot on for what this state needs.

I do have one quibble with his post though.  I am fully opposed to the government dictating the interest charged between a bank and a grown-up.  Let adults make their own decisions and be held accountable for them.  The Obama abministration, Senate, and Barney Frank-chaired House Financial Services Committee are already looking at regulating the credit card industry, and their prescriptions aren't even this harsh.  

I don't want to comment too long on this point about Credit Card Reform (and don't mind a bit of shameless self-promotion).  If you are interested in a longer analysis of why regulating the credit card industry will hurt the very people the government is trying to protect, it's the most recent entry on my own blog:  www.massperspectives.com.

thanks for your comment.  will take a look at your blog as you suggest.  yet, with rates at usury levels,  people tapped-out to the max.  how can runaway interest rates be anything but a huge burden.  We will have a new website up in mid-may.  the old site is still up should you care to take a look at our positions on the issues.

    Christy, I couldn't agree with you more.  Welcome to the race and welcome back home to the Massachusetts Republican Party.

    Surely, your 2006 run as an independent gubernatorial candidate will be a factor, undoubtedly one of a great many variables in a primary equation, but I do applaud you for running as a Republican this time around.

    We, the MassGOP - and that means you, each & every one of you, us, with an R next to their name - needs to build & grow.  We must bring our ideological friends & neighbors back into the fold.  We can always criticize our brethren for leaving but well, often there is a reason that they fell away.  When possible, let's identity those actionable issues and fix those areas of need & wanting.  Let us get down to the dirty, long, hard, unglamorous slog of growing our party.  

    Christy, I don't believe that you & I really know each other as I only recall meeting in passing throughout the years.  Yet, I want to once again welcome you home to the MassGOP & to the race.  Assuming that you'll face a tough GOP primary, may the best Republican candidate win!

I appreciate your taking the time to read my blog.  I did read your 2006 site.  I agree with many of your positions (taxes and tolls; increased local aid), but disagree with some (education policy and gambling...both of which I hope you reconsider in 2010!).  

At any rate, I'll look forward to reading your 2010 site.  The very fact that you are here, listening and responding, speaks highly of your interest in interacting with your potential supporters.  I hope other candidates follow your lead!

I was wrong on education.  I chose trust over reality.  As for gaming, I am for slots at the race tracks.  against casinos.  want to save the 4-5,000 jobs at the tracks.  let me know your thoughts.

The party is at 11% voter registration.   We were up around 19% when Weld left town.  its addition not subtraction.  Aren't you just tired of drive-by Governors, people using the seat of Governor as a stepping stone to another office.  The Budget has gone from $10 Billion to over $28 Billion under this scenario.  the party has gone from 16 Senators, to 5--- 33 Reps to almost half that number.  Addition--not subtraction.  Fiscally, lets have a discussion about what we can do.  Socially too if you like.

they'll be after that one soon too after the debacle of raising the sales tax.  where I live, food establishments of all kinds are closing.  there are 50 for sale. they are all small business and are in a survival mode.   they all pay real estate taxes, hire locally, and support local charities.  the meals tax rings up $643 million last year.  it will certainly be less this coming year.  yet, putting people in the hospitality industry out of work, and shuttering small main street businesses is not the answer.  Reform and Right-sizing before any revenue increases of any kind.   It can be done.  all you need is the courage to begin.   Christy
