Auditor Denucci: State is Cooking the Books on Job Numbers

(Given the 24,000 job loss correction in the numbers this month.  The question remains, has the state been cooking the books.   - promoted by Rob "EaBo Clipper" Eno)

I have been a constant critic of the so called "jobs numbers" coming out of the Bureau of Labor statistics.  The numbers have not jived with what my experience on the ground has stated.  I have had long threads on twitter with John Walsh and Doug Rubin about the job's numbers and how they don't seem real.  Every time that happens I am accused of John Walsh and Doug Rubin of "wishing for the worst" so that Charlie Baker could win.

It seems as though my skepticism has been vindicated.  Today Auditor Joe Denucci said that the Massachusetts Technology Development Board is overstating job numbers.  They are purposely fudging the books to make it seem like more jobs are being created than actually are in Massachusetts.

Massachusetts State Auditor Joe DeNucci is taking on the Massachusetts Technology Development Corporation (MTDC) over job creation, saying the quasi-public agency that aids startup technology firms overstated the number of jobs it has helped to create.

DeNucci said in a press release that the MTDC's job creation numbers are supposed to reflect jobs in Massachusetts, but that the agency's numbers actually include both Massachusetts and out-of-state jobs. DeNucci, who has announced his retirement, said the MTDC compiled its figures from questionnaires sent to companies that received investment assistance from MTDC. According to DeNucci, the 18 companies tracked by MTDC in 2008 reported that 575 jobs were created, but he said 124 of those were out-of-state.

Where there is smoke there is usually fire.  What other agencies have over-reported job growth?  Is it a systematic policy of the Patrick Administration?  

In January of this year Deval Patrick, upon Suzanne Bump's resignation, appointed a new Secretary of Labor, Joanne F. Goldstein.  We already know that one of Secretary Goldstein's first actions was to hire the person at the center of an ethics violation in Ohio as her unemployment compensation director.  This fact calls into question her judgement in my eyes.  

January is also the time of year that the Massachusetts job's numbers deviated from their previous trend and started to look extremely good.  The question that should be asked by the auditor and the press is this, "is there a concerted effort under the direction of Joanne Goldstein to inflate the jobs numbers reported to the bureau of labor statistics from Massachusetts?"

The US Bureau of Labor Statistics is completely different from the MA Tech Dev Corp and data produced from either has nothing to do with the other.  This is like thinking Bill Belichick cheats and as proof, you cite Roger Clemson's recent indictment.

To add fuel to you deception, you throw mud at a a mid level state bureaucrat that has nothing to do with tracking job growth, by grossly overstating their involvement in a "scandal".  (By following your links to the original source we find that Judi Cicatiello, the person you claim to be at the "center" of an ethics violation, was in fact reprimanded because she oversaw a database that her two bosses used to drop a dime of Joe the Plumber...her two bosses were suspended without pay...clearly Cicatiello was not at the "center" of this scandal, but her two bosses were and she was at the wrong job at the wrong time.)

So there you have the facts...two different agencies...one federal, one state...add scandal (where it did not exist) and you have this post...Rob, you are either a Hutton Gibson disciple or a terrible human being who will say and do anything to advance your agenda.

Rob, I was actually taking issue with your implication that the federal jobs numbers from Mass were being "fudged"... The Massachusetts Technology Development Board is separate from from the Department of Labor and Workforce Development which is separate from the unemployment numbers issued by the Federal Government. The MDTDB collected their information through questionnaires, while the Bureau of Labor Statistics collects their information through telephone surveys.

Your implication that the Federal numbers are being manipulated by the state because a quasi-public agency faked numbers doesn't hold up because the state doesn't issue the numbers...

She accessed the records. She performed the search.  She was not merely custodian.  Yes it was at the behest of another but she performed something knowing full well what she was doing.  

The misjudgment I am referring to is the Labor Secretary's.  A simple Google search of ms. Cicatiello's name shows the ethics violations.  That, and the fact that she is from Ohio not Massachusetts, should have kept the new Labor Secretary from hiring her.  

I did not say a mid level manager was responsible for anything.  I merely asked if the fudging of numbers, already proven by the Auditor, was more systemic.  Is that not a fair question.  Ms. Cicatiello's hiring was merely used to show that poor judgment already exists.

Nice fancy way to say conspiracy theory by the way.  Bravo /golf clap.

...and this is what I found this, "Cicatiello oversaw two of the confidential databases accessed to collect information on Wurzelbacher, the report said, and (was) responsible for "ensuring that access to these databases is limited to the furtherance of the agency's functions or purposes."

So basically she was responsible for protecting the database and she failed to to so (when her two bosses accessed it).

And speaking of golf claps...I'll give you a full ROFLMAO about not hiring people because they are from Ohio.

And again...what does the Auditor's report about a state agency have to do with a federal agency?

It seems that the BLS gets it's data from businesses and state governments.

The Current Employment Statistics  (CES) program, also known as the payroll survey or the establishment survey, is a monthly survey of approximately 140,000 businesses and government agencies representing approximately 410,000 worksites throughout the United States.  From the sample, CES produces and publishes employment, hours, and earnings estimates for the nation, states, and metropolitan areas at detailed industry levels.

Series covering all employees' hours and earnings were officially added by CES on February 5, 2010, with estimates beginning in March 2006. Historically, CES hours and earnings series covered only production and nonsupervisory employees.

Since my original question is,

is there a concerted effort under the direction of Joanne Goldstein to inflate the jobs numbers reported to the bureau of labor statistics from Massachusetts?

I guess the question has some validity now doesn't it. Do you have any other questions Festus?  I'm here to answer them.  Thanks for allowing me to further prove my point.  That's why I love having you around.

...Ya, they survey 140,000 businesses and gov agencies (like schools or anything related to gov) to see if they hired of laid off people...THEY DON'T rely on state labor agencies to compile numbers which the feds simply report.  Keep searching the internets and try and wipe the slime off you.

They can tell us with absolute certainty that there are 78,000, or 81,000 or 67,000 or 122,000 Government employees.

where the BLS gets their data. Is it originally provided in part by State agencies and compiled?  Is that not what the Denucci story alludes to?  Oh and as to the report.  No you didn't read it on pages 15 and 16 it states.

Assistant Director Williams contacted Paul Fraunholtz, Deputy Director of Family Stability, and instructed him to conduct a search of the CRIS-E database. Fraunholtz, in turn, contacted Judy Cicatiello, Deputy Director of Unemployment Compensation, and requested she run an inquiry on Wurzelbacher using the Ohio Job Insurance database, which occurred on October 16. Both Fraunholtz and Cicatiello conducted searches on Wurzelbacher.(pp 15-16)

Did you read pages 15 and 16 of the PDF which are pages numbered 7 and 8 of the report?  Perhaps you should, before making wild accusations that I am making things up out of whole cloth.  Or do you not believe the Inspector General of the State of Ohio?

As to the Ohio hiring you mention above, Massachusetts had over 9% unemployment at the time of this hiring.  Are you telling me that the Secretary of Labor and the Governor could not have found one person qualified in the entirety of the Commonwealth of Massachusetts to do this vital job?  They had to go to Ohio to hire someone at the center of a controversy that was set in motion to help the Governor's friend Barack Obama?  Guess that's me going all conspiracy again.  That question is completely out of line isn't it Festus?

...that does not make her the "center" of the issue...which you wrote.

Nor does it somehow support your idiotic post that somehow the state is feeding the feds bad labor data (because the feds don't use state agencies to supply state employment data.  But of course when the feds ask 140,000 private and gov employers if they hired or cut back, that somehow proves the state does supply the feds with the data.)

I am done with this silliness.  You can keep mumbling to yourself about this.
