Governor Patrick: Extortionist

(I don't think running someone for US Senate is wasting time, but thanks for this analysis.  Some of us here on RMG are more interested in the "politics" side of things.  Others are more interested in policy.  Thank you as always for contributing by way of important policy discussions. - promoted by EaBo Clipper)

While some of you were wasting your time wondering what sacrificial lamb was going to run for U.S. Senate, Governor Patrick has quietly and ruthlessly put a gun to each and every one of our heads. Bet you didn't even notice it!

The Governor released his proposed budget last week, and in addition to all of the other spending initiatives, Deval Patrick added a new line item: "casino contingent lottery aid".

Yes, Spend-it-all-Deval gave Chapter 70 funds for public education a big fat raise (as partial repayment for the debt of the MTA spending millions in support of his candidacy for governor, no doubt), and he did so by "robbing Peter to pay Paul" by taking that raise out of the lottery aid to cities and towns.

This act of snubbery to our local fire and police departments and town hall staffs was expected. After all, none of those constituencies have nearly the strength in their unions as the Massachusetts Teachers Association does. We knew that this would happen.

The act of extortion comes into play when we look at the "casino contingent lottery funds". This is a separate line item in the revenue budget, and appears to say to us that if we do not support Governor Patrick's casino plan, and if the legislator votes against the casino plan, then additional lottery revenue for cities and towns disappears.

This, of course, is outrageous and should not be tolerated.

Luckily for us, there are a few Republicans in the House and Senate that are actually willing to stick up for the local municipalities and fight for level funded lottery aid to cities and towns. Representative Brad Jones, the Republican Minority Leader in the House, has proposed House Docket 4651 in order to return some $450 million in diverted lottery aid to the cities and towns. There still is a chance that this may see the light of day in the House.

Yesterday, I received an email from Representative Brad Jones' office saying that he and his Republican colleagues are fighting to remove this "casino contingency" and to at least level fund lottery payments to cities and towns. His email contained a petition for each of us to "sign" by emailing back our full names and local elected official titles.

I thought that I would come here and post his email address here and invite all of you to email your support for his efforts as well.

This is grass roots, folks. Isn't this why Red Mass Group.com was formed, to bring Republican activism to the net?

This is a very important issue, folks. We need to show the Democrat Majority in the House and Senate that we DO pay attention to the state budget and that we want more of our tax dollars to come back to the local level where they can be spend much more wisely.

We need to send them a message that we won't tolerate their scheme to ever expand the tax base by holding on to all the money at the state level while forcing cities and towns to pass Proposition 2 1/2 overrides in order to present level services to their communities.

Please help by acting NOW! Thank you.

It's expected that he is going to scratch the backs of those who scratched his at the expense of others, it's what Dems do.  He still has the separate fundraising political account that's paying for his political expenses. The Jones bill should see the light of day because the lottery is Cahill's baby and there's already been enough stink about the casinos, which even if they are approved won't factor into 2008, but 2009. So the state is going to need the dispersement of lottery funds.

For a group as a whole, I've been disappointed with the lack of outreach and PR that Republicans and/or conservatives have had in this state, and we have to raise the issues to a larger extent/audience. Granted, there aren't many of us, but I'm assuming just enough to raise hell regarding Deval's lackluster and socialist agenda.

We can decide to use this website to forment dissent and to organize in a grass roots fashion, or we could just come here to bitch and do nothing. That is our choice.

I prefer to speak up whenever I can and where ever I can.  If all of us do this, they cannot ignore us!

Can you take the time to write a concise letter to the editor template no more than three paragraphs regarding this issue.  I will email to my GBYR email list as well as having it posted here.  If we get this to spread like wildfire maybe it will.  I'm sure that Rob Willington would email it to his email list as well.  I don't know the issue enough to write one.

We have had some pretty good success in the North Worcester County area forcing the press to cover the House Docket 4651 situation. When I first started harping on the issue to the members of our local press, they rolled their eyes as they always do when I start talking about stuff the Dems don't want to talk about. But, after I started getting other Boards of Selectmen and mayors interested in the issue, they HAD to cover it.

We'll see if we can't raise this issue the same way.

However, this only works if a bunch of people start a buzz about the issue. We can't expect someone else to carry the ball on this. We all have to do our part. That is why I like your idea, EaBo.

The extortion you describe is layers deep. He puts the contingent casino revenue in the budget and calls it balanced.  Next, if the Legislature doesn't pass his plan, the the shortfall comes from the lottery level funding.  Now he's put a gun to the Legislature's collective head and said build my casino or else you'll face -- horrors -- the Indian Casino.  (The horror is that the State doesn't get its cut.)

I guess, level funded lottery aid makes sense, although I see that after last year's level funding the lottery operated at a deficit. Because that's so, the balance to level fund has to come from somewhere; ironically, it probably comes out of local aid, so the net effect to the towns is zero. That is, even if the email/letter campaign is effective, it's probably pyrric.  (i.e. sure, we'll level fund from the lottery but reduce the local aid).

The bigger issue, why is there a $124 million shortfall. Mr. Patrick is beholden to Unions, public and private. Therefore, don't expect any cost savings where it's possible: education and public employees, salaries and benefits.  To say to the Governor that those costs should be cut is saying the obvious to the oblivious.  Asking for the shortfall to be reduced is pissing in the wind.

So, the next question is why not a casino?

Remind me again why Mr. Patrick seeks a casinos?  He says "to plug the current 2009 fiscal shortfall and to provide property tax relief to 500,000 people."  Two phony reasons, but reasons, for better or worse, we're probably stuck with:  

(1) A $124 million dollar shortfall. A budget that has inexorably increased year by year by year.  A state population that is down, and a government headcount up.  

(2) Property tax relief. Folks hate property tax because (i) they have to write a big-ass check every quarter (ii) most elderly don't escrow and notice the big ass check most.  Meanwhile folks bitch less about income tax because it incidiously leaks from the payroll. A death by a thousand cuts.  

Assuming that we're stuck with the budget we face and no willingness to cut costs, the next question is casino or not.  Patrick's plan, or not.  Also, if casinos come then the already anemic lottery sales will decline, no?

I find it hard to oppose casinos, because I see no issue with one in the State, so long as it's not in my backyard.  And if a town and maybe its contiguous neighbors want a casino, then the town ought to be able to cut a sweet deal and let her rip.  For example, I can see Palmer and its neighbors going for it.

The problem with the Patrick plan is the same problem the Soviet 5 year plan:  central planning, we'll place the casino here, here and here, we'll license them, regulate them, tax them.  They'll be perfect. I'm from Harvard. Did I mention I'm the first black elected governor, let's hope it works.  It's all about hope.
